John,
If it is not a simple problem of the gasket sticking to the closed cowl
vent then the problem may be that the hinge has rusted to effectively prohibit
the rod from raising the vent to the "open" position; this was the problem with
my '56 cowl vent after many years. The fix is to remove the heater housing
in the engine compartment to gain access to the hinge that attaches to two tabs
in the upper frame recess. A tedious job to remove the
housing but that is the only solution.

The cowl vent on my '55 Plymouth is stuck shut. I don't think it
has been opened in the last forty years. Anyone have a way of getting
stubborn vents open?
