Larry has a simple repair, but maybe complicated originated problem.

The brakes initially grabbing may be related to leaking inner axle
seals, which are, or have already, contaminated the brake shoes,
swelling them..

After the shoes get warm, they expand away from the shoes.

The shoes, themselves, may need cleaning, or replacement.

the brake return SPRINGS might just be stretched and need replacing.

The wheel cylinders should be opened up and checked for ridging and/or
crusty-ring formation.

The Centerplane big-support-guy might be warped, or the five 9/16"
bolts, that hold the shoes (IIRC) to it may be over-tightened (35PSI is
required, IIRC). 

None of this stuff is real complicated to do, but, Larry's problem may
be related to one or more causations.

Well Larry, my 58 DeSoto does the same thing.  It was a brute when I had a gravel driveway.  Let me know if you figure it out.  After a day or so of use the brakes are fine.  I sort of feel they might be just dragging a little and then sort of bond when left to sit. When I pull the hub, everything looks ok.  I will be converting to disk fronts and a late 60's rear end eventually just for reliability.

Amp gauge sounds very much like the regulator to me.  Probably just needs the points burnished.  Unless the commutator is coming apart, I wouldn't think brushes would be the problem at low RPM or idle.
