So if I buy a car in Europe, I can expect the seller in Europe to bring the
car over to Canada, drive it across the continent and deliver it to my front
door in Vancouver? Cool!
And here I thought I would have to go through the hassle of making arrangements to get the car to the docks, loaded on a ship and then shipped from Montreal or Toronto to Vancouver. Plus all the customs brokers, taxes, fees, etc., etc. Sorry, but it is, indeed, the buyer's responsibility to pick up the car, whether the buyer lives in the U.S. or Canada, and whether the car is either in Canada or the next county or city. If I were to buy a car in Seattle, WA, it would be my reponsibility to make the needed insurance arrangements, travel to Seattle, finalize the purchase of the car, arrange temporary registration, drive to the border, go through customs, and then drive to Vancouver. Except for the customs bit, it is the same for buying a car in another province or state. I have never heard of a seller being responsible for getting the car to the buyer, never mind being responsible for all fees and taxes along the way. And that covers whether the seller and buyer are in different countries, states/provinces, counties, cities, or even neighbourhoods. I didn't read the seller's terms on that auction, but I can not doubt that a CAN seller (or, a US seller, advertising in CAN) would want the buyer to come across the border and to go thru all the hassles and expense of taking the car across the frontier. Everything is negotiable, and in that regard: he-who-wants-it-more: LOSES. If the buyer wants the car worse than the seller wants to sell it, the buyer takes the extra time and trouble and expense and hassles in getting it across the border. If the seller wants the money, more than the car-possession, he will agree to take the car across the border and conclude the transaction in the buyer's country. Simple as that.
