I purchased my B in Canada in 1986.  It was in possession of the Sheriff(some type of litigation) in a small city East of Vancouver(Pentictan(sp)) and had no title.  I did receive a bill of sale and using this, I was able to register in Calyfornua.  Perhaps that the bill of sale was from a Sheriff made the task doable.

A few years ago I bought a 300C rag with no title and no plates.  I paid a title service from the state of Georgia about $350 as I recall and they sent me some paper work that I signed and returned and I got new Georgia plates and a registration from Georgia.  Georgia did not issue "titles" but they said the plates and registration would be sufficient to get the car cleared into the state of Calif.  About the same time  the dealer handling the sale got me a duplicate title from the state of Colorado (where the car came from) so I used it to get CA title and never tried the Georgia plan but it looked like it would have worked. 
The Georgia plates really looked great on this car because they had a peach in the middle about the same color as the car.
