I think the rule of thumb is if you run your nails across the glass but are still unable to grab/feel the scratches, you should be able to buff it out. I bought all my stuff to do this from Gary Goers and it worked like a charm. I had very fine scratches that looked more like hazing on the glass. I was able to buff them out quite nicely.
