The force required for a washer to pull through the floor is greatly increased with the size of the washer. It goes to the cutting edge length (circumfrence) and thickness of the metal as you are shearing through the steel across that distance. However, usually its not a straight pull so the area the force is applied against can be rather small and the pounds applied per square inch is high. The most practical method of really increasing the force required is to use an anchor like the ones Juliano's sell ( I know there are others but these came to mind first). The large radius lip on the edge of the anchor greatly increases the force required by increasing the area the force is applied against. It tends to pull and stress the metal as opposed to cutting it. At the very least look for washers that are not as sharply defined along the edge. Also check you seat anchor areas as well. In most of the older cars the seat bolts were prone to pulling through as
well.
