It is the water vapor that might be below the slab in the ground. It varies from neighborhood to neighborhood. In some buildings with no vapor barrier it works and others it does not.  Water on top of the concrete does nothing to the epoxy paint. It is the potential vapor trapped in the concrete that pops the paint off. Again only under certain conditions. It is best to check with the manufacturer before installation. I am in Massachusetts and have installed epoxy paint in RI, MA, CT, NH, NY, ME, NC and NJ.

Define "northeast" ?

I'm in Northern jersey and painted mine with a sherwin williams epoxy paint and it's been tougher than nails. It's been 7 years on the floor and I've left puddles of everything on it for weeks. The only ting that's stained it is leaving puddles of brake fluid. and this is not in a garage, it's in a pole barn with about an 8 in deep concrete floor and I've even flooded the inside of the barn with an inch of water and it hasn't done any harm to the paint on the floor.

If the moisture below the concrete is too great then it will get through the epoxy paint.  Here in the northeast unless you have very dry conditions or a vapor barrier, which most people do not put below a garage floor, it does not work as promised either.

It don't work!

I've got mine painted with 'Eucopxy'  If that is how it's spelled?

Every spring, it's like I littery hosed down the entire floor.

Twice, it has 'rained' inside the grage. 

So epoxy paint does not work
