Is the connector you are using 'deep' enough to contact the bottom of
the fitting in the T?  If not, it will never seal.

Ray -

The connection at the master cylinder is fine. The problem is where the
line
joins the 4-way connector on the frame rail.

Here's some additional info:

These are standard steel lines. The four-way connector was swapped with
another one to verify that it's not the problem. The double flare made
with
the new tool is perfect. The connection is tight and not leaking by the
threads. It's leaking thru the top.
