New York: No titles for pre-73 cars, registration card is proof of ownership. Cars with no reg can be registered but it depends which DMV and what story you tell as to how many hoops you have to jump through - first 6 months reg is nontransferrable. New York never used a title for those cars, so some states will take a NY reg and give you a title. Vermont - vehicles over 15 years old no longer need a title. I don't have any other details there.
