It could be a flower car, or a coachbuilt conversion - some of these were done in the south in particular. Or it could be a home-brew that was better done than others, I have seen everything from a '59 Rambler to a Checker Cab, to early 50's Plymouths and a 70's AMC wagon, all converted to pickup trucks. The quality varied from car to car.
