Be sure that the connections at the ammeter itself are solid. An ammeter is in SERIES somewhere in the circuit. so a loose connection there will cause other things to act screwy. I had a loose connection there on my '54 buick and it exhibited all kinds of weird problems that the book always said was something else.

Need some help. My 55 Savoy, 6 Volt Positive ground shows discharge on the ammeter when it is running. I followed the test guide in the manual and the initial troubleshooting showed the regulator to be bad. I replaced the voltage regulator, ran new wires from the generator and it still fails to show a charge. I tested the ammeter according to the book and it discharges by turning on the lights etc..
When I hit the horn and leave it pushed, the quits. It does restart. Is the horn relay bad? Could it be something else?
