Gonna go out on a limb here and do some crystal ball troubleshooting because I ain't there in person. Can you duplicate the problem when vehicle is in park and running? If so, get out open hood and look for fan clutch on ac unit known as compressor (in the old days). This clutch would seize on old delco units and cause a similar symptom to the one you described. Not too familiar with rice burners but if they have a similar setup that would be my guess. If you can't duplicate problem in this manner and it only does it while in drive and moving, then I would go with some of the earlier suggestions.
