access?
I was able to learn names of the previous
owners of my car thru the Iowa DMV, but it had to be done in writing, and with
the new privacy laws, they won't give you much info until they directly contact
those folks at the historical address they have on file and get their
permission. Fortunately Iowa is not high-tech and their magic marker blankout of
names and addresses was not thorough enough...I could make out the names
and addresses, and with the magic of the Internet, I was able to track down
original owners or their descendants.
I would be intersted in knowing if there IS a website for VIN
