If the cable is free and not adjusted too tight it may be that the springs are weak or rusted or there is corrosion between the backing plate and the brake shoes preventing it from returning. I have not worked on this setup on my car but had similar problems with a Corvette recently. YOu may have to pull the driveshaft and the drum and get a goot lok at what is going on. It is of course the type of e-brake that is hooked onto the drive shaft with a brake shoe. The cable goes back and forth fine.
