I am not sure about old MOPARS but it sounds similar to the "Expansion Valve" setup that GM used in the early in the 70's (in the 80's they went to an "orifice tube" valve that I believe is still used today). If so the capilary tube will attach to one of the tubes that go inside the car to the Evapeator. I am not sure which one but i believe that it is used to sense the temperature of the lines and operates the valve.
