Are the shoes just starting to drag on the drums? Must be able to start and stop the dragging by adjusting the cams of course. I always go for just the slightest dragging when adjusting. Those aren't the easiest things to set up without the original factory tools. they are easy then at least. If adjusted well you must still have air in the lines somewhere. Is the master cylinder drained?
