Hi Greg,

What has worked best for me is Naval Jelly for aluminum.
Available at most hardware stores for cleaning up things like
aluminum screen door frames.  I apply it with a tooth brush,
work it in a little, leave it sit 15 minutes, apply some more
and agitate further with the brush.  Rinse the heck out of it.
Repeat if necessary or go over individual areas again.  You must
get it all off or it will continue to work on the aluminum.

Nothing will bring back the original semi-bright sheen but a
metal polisher can buff them up like a new bright aluminum road
wheel.

Chrysler and I think most of the auto industry use the term
"sill plates" (on the door sills) - threshold being more of a
building term.
