[FWDLK] 55 Desoto Transmission Problem?

My son has a 55 Desoto that has recently been licensed after 10 years in the
driveway.  If the idle is set correctly, the engine stalls when placed in
drive.  With the idle set high enough to prevent stalling, the car lurches
when shifted into drive.  It wants to idle at 25 mph.

Is this a torque convertor problem or a transmission problem?  The shop
manual wasn't helpful.
