I would consider it to be totally unaccceptable, and hope that anyone who runs into such a vendor would report it to the list! I had a similar experience with Phoenix Graphics - they sent me a package of incomplete, incorrect decals for my 59 Dodge, and then charged me a restocking fee and shipping when I returned them.
