[FWDLK] Fuel gauges

The needle on the fuel gauge of my 61 Newport does not move. How do I tell
if the problem is the sending unit or the gauge. I am getting voltage to
the sending unit (the test light blinks rather than light continuously) ,
and the grounding clip appears  to be OK. Any info is much appreciated.
