IML: narrowing down my efi problems

Thanks to the list and the website I have narrowed down the hard starting on
my '82 efi. Whenever the car is hard to start the (rear) fuel pump stays on
when the key is in run. It should just pulse once and shut off. This is
why I used to think it was a fuel delivery problem. It seems that when I
can get the car started in this situation it is in high idle. Like
1,500-2,500 rpm. So, I suspect the AIS or idle speed motor. Playing with
that usually will get it to start, but so will letting it sit, so I can't be
sure.
The problems are related, my dilemma is which is the cause and which the
symptom? I will try to clean the idle speed motor this weekend, but I'm not
sure if the problem is the idle speed sticking or something else telling the
car it's running and not starting it. Anybody have any ideas?
Thanks again for all the help, these cars sure can be frustrating. I never
had a V-8 that got better than 20 mpg highway and didn't imagine that if I
did there'd still be times I'd want to drive it off a bridge. Good thing I
love it, right Paul?
