Yes, those are California plates. That number
was issued in 1963 in the Los Angeles
area, when the old 1956-62 gold colored plates were retired. One can
safely assume that this car has been in the dry southwest at least since 1963,
and very possibly since new. This is a very desirable division
window limousine, and it looks to be quite complete, although very rough.
Someone should step up and save this one. From the upholstery design, I
suspect this is a Derham bodied car. I have a friend who has inherited his
family’s identical car (purchased new in 1952) – it is mint and it
is beautiful! I wish I were about 50 years younger – this is in
about the same shape as my 1947 Packard limousine was when I bought it in 1967.

limo on ebay ends soon Las Vegas
My God, the air cleaner is still in place! Could possibly be
more than a parts car since it's in a dry climate rust shouldn't be too big a
problem, although I do see some missing glass. It looks like it might have California plates. If I
were a little younger and richer, I might do something stupid!
