It is the relay that's the problem. The relay is the only way to get power into the system with the key off. A bad coolant sensor could either make the fan come on anytime the key is on or keep it from coming on, but the failed sensor won't make the fan run with the key off. At least that's the way the 90's Imperial's are wired. I found the bank and promptly proceeded to replace the one designated for the fans. When I removed the one that was there, the fans stopped. When I put the other one in, the fans started right away. That was after the fans completely drained the battery tonight.
