The fine wire which connects your speedo needle to the power supply is probably corroded. If only half the ammeter needle is glowing, the E.L. material with which it is coated is most likely cracked. You can check with a magnifying glass.
Replacing the corroded wire is easy enough but a split in the material on anything as fine as an ammeter needle is going to be much harder. Not impossible, but very fiddly. If it was me, I would look for a replacement guage.
