NY title troubles?

If New York requires you to surrender your old title and won't give you a N.Y. title, what are you supposed to use to prove you own it?  This doesn't sound legal to me.

I don't know about New Jersey, but I know that New York
doesn't issue titles for cars over a certain age. When I moved to
New York from Texas and registered my car, I was required to
surrender my Texas title, but was told I wouldn't get a NY title.
If I had died while I was in New York, my survivors might well
have thought my title was lost! If neighboring state New Jersey
does things the same way, then maybe there's simply
not *supposed* to be a title for this car? Anyway, I hope it doesn't
get parted out!
