You are correct Kerry, the supply leads are just that, voltage for the meter and the instrument. Connecting your dwell meter to a 12V source while maintaining a common ground with the car should be sufficient. You don't need a whole lot of current with the meter. I venture no more than 100mA, so you can use any household DC power supply. Just remember to keep a common ground with the car since that is a reference point for the measurement.
