69 relay question - Headlight door relay location???

John,

In the past year, my '71 has developed a strange
behavior in which the headlight doors "blink" when I
first turn on the ignition.  When the key is turned to
on, they quickly open and close, and then stay closed
until I actually turn on the headlights.

I'm at a loss to explain this phenomenon, so if anyone
else can suggest a solution, I'd appreciate it.
