Accelerator pump question

I believe that it's a round disk, folded over, and the end of the shaft is peened over.

One thing really had me intrigued when looking at the new accelerator pump, and that was the strip of purple leather wrapped around it. My question is, how do they get this on there? and part two is how do they make it without any seams? At least none that I could see.
