You can register the day you arrive at the Fairgrounds ... probably costs about $5.oo additional. 
I'd check with the Chamber of Commerce to see if they know of any rooms available in Carlisle, ... but this is highly unlikely.
Were I you, I'd start looking for a room in Harrisburg, that's not too far a drive.
