I think the Federal Government mandated in the late 80's that all emmision equipped vehicles be inspected to insure nonooneas tampered with the sytem.The way I understand it is that manufacturers made the computer modules send a signal, such as your "service engine soon" light to force owners to go to a dealer. It coincides with a certain mileage vehicle ie. 50, 60k miles. Most of the time the vehicle runs fine.
