As Dick B pointed out, the 360 was Chrysler's original intent. "Passing" the smog regulations wasn't the problem, just the costs associated in EPA certifying the 360 in such a limited volume car (the 318 was already OK'ed in volume because of the Mirada/Cordoba J-bodys). The 360 would add a little performance, so long as you opened-up the special EFI intake manifold ports to 360 size vs. 318. Mopar muscle recently ran an article about swaping a mild 360 into a 5th Ave (available w/318 only) and sneaking it through California emissions. However if you live in a smog state, it probably isn't worth the effort unless you uncork the super-resrictive exhaust (log manifolds, single exhaust cats & pre-cats), and that's going to be obvious. God-bless the mid-west, where the cars rot out, crash in the snow, or bang themselves to death over lousy roads so quickly emissions tests become irrelevant! Dumping the 2.20 axle will do a lot more for low-end grunt anyways. The best EFI tip I can offer is unplug the O2 sensor, and keep the computer in "open" loop so that it won't hunt at idle or lean itself out.
