I think that's the brake system warning light. If the front or rear systems fail, there is a sensor that supposedly senses the pressure difference, and alarms the driver of the problem. Don't be alarmed though. It is supposed to turn on when the car ignition key is turned on to inform the driver that the system is working. That's probably what you are experiencing. Anyway, I am not sure how important a feature that is. My guess is that if your whole rear braking system was gone, you would feel it...
