The choke releases properly. Too rich, I'd buy that, judging by the black
patch on the ground behind the car.

This is too new a car for me to be sticking my nose into, but this is
typical of mid 70s' MOPARS, if the choke is set too rich or if the choke
pull-off is not working. Try a careful inspection of these two items, and
I'll bet you'll find your problem.
