matt, on your 90 it is also possible that the contacts are worn in the starter.
this would apply to the nippondenso starter.
my 90 had this issue and would not start, made no sound of any kind until after i had turned the key on/off/on maybe 20 times.
the contacts can be replaced in the starter without replacing the assembly.
you should be able to confirm this with a test light at the solenoid terminal
at the starter.
check that you have battery at the battery post on the starter, then have a helper turn the key to the start position and check for power at the solenoid terminal. if you have power there, most likely your problem is contacts.
if no power there then you need to check back from the starter.
