I just went out to look at my car. The counter weight appears to be rotated to the most counter clockwise position with the counter weight at the top "pointing" to the front of the car.
I have a standard stainless steel hose clamp above the valve around the exhaust pipe with the "knob" of the hose clamp pressing against the right hand side of the counterweight as you look at it.
This stops the valve from any clockwise motion. I put this on at least two years ago and it is very solid.
Note that I installed this lockout clamp because there was an annoying rattle (ting ting) that I tracked to the heat riser valve and because I do not think that I need a heat riser valve for how I drive this car.
On a previous vehicle I removed the entire valve and put a bolt through the hole to seal things up. This requires removal of the exhaust manifold.
