I find it interesting that some states will go through so much effort to perform annual vehicle inspections. Yet here in California there is no vehicle inspection at all. Several years ago I inquired about that and was told by the Highway Patrol office that less than 2% of all accidents statewide are caused by mechanical failure. Their opinion is that it's not worth it for such a small percentage. BTW, according to the California Highway patrol, the number one cause of accidents in this state is a form of what they call distracted-driving. That is, eating-while-driving. That's one of the reasons I don't allow food or drink in my Imperial.
