If you go through the 59-65 rebuild messages you will find that others have come to this "bridge" before you and have written of their experience.
 
In an "nut shell", the advice to find an 440 is on target.  The auto parts stores have the things for them, The engine re-build shops still have them, and they are an bolt in.
 
The complete top end from your 413 will bolt to the 440's block ( but the 1976-78 440/400 head ending with the #452 casting number is much better than what you have ).  Your intake and carb is better for you since the linkage to the carb and transmission is designed different.  The 1962 air cleaner will also fit the pre-1968 carb's.
 
Another item to switch to the 440 from the 413 is the oil pump pick up assembly and matching oil pan.
 
Due to the weight of the Imperial, keep the valves the same size as stock for the the heads that you use and the best camshaft for the same reason is MoPar number P4286675 ( 260/260 & 0.430/0.430 ) .  Many want to use the restro RoadRunner/GTX cam ( MoPar # 4529270 268/284 & 0.450/0.458 ) in their vintage powered Imperial.  The second cam will function, but you get a better driver's bang from the first cam.  The # P4286675 cam is also the cam of choice for the "gonna have it correct" Chrysler 300 driver's.

I have two problems with my 413.  First, the block is porous. The block
was leaking coolant between the freeze plugs.  After two treatments of
engine block sealer, it appears to have stopped leaking.  Second, I have
a problem with blow-by.  I do not have PCV yet, but I hope to add it
soon.  Thin smoke is coming from the oil filler cap and draft tube, but
I don’t see any smoke coming out the tailpipe). The engine burns a quart
of oil almost every 50 miles.  I have tried using Restore and it does
seem to be improving the blow-by. With the problems I have, should the
original engine be rebuilt, or should I start looking for a replacement
engine?
