Tom, The rheostat is defective, or just dirty/corroded from disuse. As others have mentioned, it's worth the time to just work the thumbwheel through all its travel, over and over, until your thumbs are tired and then have a neighbor's kid do it for a while. If that doesn't make the dimmer function work for the dash lights, you will need to remove the light switch and really give it a thorough cleaning. One or the other of these two things should make the thumbwheel dimmer work as it should. Good luck.
