When I replaced the pump in my '63, I used a pencil eraser to push the tiny pushrod in toward the inside of the block so that the pump arm would clear the rod. Otherwise, the pump won't go far enough in to allow the mounting bolts to catch threads in their holes. The OIC has a page somewhere that As I recall, explains this. You might also look for an exploded view in one of the parts book pages, of the engine block showing how it all fits. There is a removable plug on the block that allows access to the pushrod. The rod doesn't lift the pump arm, but pushes against it.
