What about the new law in WA where all kids under 4'9" require booster seats. How does this impact lap belt only seat postions where having a booster seat makes no difference? And as my nine year old boy observed, some people never get over 4'9". What about them?

In Washington State, I got all the required seatbelt info from the State
Patrol. For my '59, in a nutshell, I cannot carry passengers under 16 in the
backseat because there are no seatbelts (I have lap belts in the front).

I'm sure it's on a state by state basis and I think we have that provision
here although I haven't found the legal code yet. The seat belt issue has
come up in our household and led me to scramble one morning to get the back
seat belts installed before taking passengers (the spouse didn't like the
idea of not having belts "because it's the law"). I believe in using seat
belts but chafe at the national trend for laws requiring them, which just
causes this sort of extra stress.
