Some people dp not want to change the complete front lower assembly because 
they would need to in order to have this feature on the 1966 and newer 
Imperials.

Some people realize they would need two different sized spares until all all 
is finished if they do it in stages ( one with the stock 9/16 holes and one 
with 1/2 holes ).

Some people realize the rear axle assembly would also need attended too and 
do not want too.

Some people realize if they find a 1967 and newer rear axle they will need to 
have the braces from a 1966 and older axle assembly placed on this new 1/2 
studded unit to keep everything in place since they have the two piece 
drive-shaft.

And some are ah wondering as you.
