These horn rings are made from pot metal, which to my knowledge can't be welded as the melting point is too low....I defer to a welder out there who might know how. The horn ring on my '62 broke in the same place many years ago. As someone else here said it's a common problem. I repaired mine (this was YEARS before the internet) by cutting a piece of sheet stainless steel to match the mounting plate shape and holes, and riveting it to the two broken pieces. It worked great, never had a problem again. The slightly tricky part is to use a sheet thick enough so it won't bend too far (then it won't engage the horn button) but not so thick as to prevent remounting all the parts on the steering wheel.
