Your 1963 plate was issued in the Rio Linda area (the "A"s and "B"s were issued close to Sacramento, right Henry?), so there is a very good chance the car was taken by the bank in that area - and it's worth a try to contact the bank to see if they can give you the name of the original owner. If you can find a sympathetic ear, they might look up their records for you.
