Michael, where should that ground strap attach on the tank? I have a lesser '66 Chrysler that needed the tank cleaned, and I have reinstalled it. No sign of a ground strap.

While there, check to ensure that the ground strap from tank to metal (to the fuel line on all I've ever seen) is in place and providing ground.
