IML: 65 Crown questions

My '65 Crown has a white rocker type switch on the driver's door below
the window buttons.  Is this a window lock?  It doesn't seem to do
anything, although I have not checked the wires yet.  

Also, my exhaust will need replacing soon, and I was considering
converting to dual exhaust.  Is it worth the money performance wise to
do this?  I've had a '68 New Yorker and '69 Charger, and it just seems
like this 413 in the Imperial needs better breathing.  Thanks
