The brake lights use the same circuit as the rear turn signals. As the turn signals flash ("blink") when used, blinker fluid is added to the turn signal blinker can (the one with two prongs) to prevent the rear lights from flashing when the brakes are applied. Not sure of the technological terms behind it all, but that's what the stuff does..
