If you turn off the motor and then the lights the head light covers stay open until the car is started again on 1981 to 1983 Imperials so you CAN have the covers open without the lights on if the car is not running.

[Well, folks; the first thing I noticed is that the headlight covers aren't closed and the headlights aren't on (note, the running lights and side marker lights aren't lit.)
