Have you replaced all the flexible/rubber brake lines?
 The flexible lines can collapse internally, which
means when you press the brake pedal, there will be
enough pressure to apply the brakes, but when you
release the pedal, the fluid is slow to move back out
of the wheel cylinders.  This can cause the pedal to
appear to stick.
