It finally passed. I changed the vacuum ports & replaced the PCV valve with 
one of the crappy plastic ones, even though the metal one seemed good.  I 
readjusted the carb & it  passed 3 of 4 tests by a wide margin. The one 
giving me the biggest headache was the CO under load. The standard here is 
3.75. It passed at 3.69. Whew!!!
