Is inspection done by the state there, or by mechanics? If the latter, you might look around for a 'friendly' mechanic - I've heard rumors that even with the computerized emissions testers, this can yield good dividends. As to the basic problem, it sounds like your secondaries might be at fault. If they're worn or eroded (whatever the proper term is) they could either be dumping too much gas into the carb, or not atomising it properly. -Kle.
